Business Loans Moving Forward?

There are many things I dont understand about this economy.  However, one thing I do know is the small business community cannot move forward or grow if they dont have access to capital.  Lines of credit and working capital loans are crucial for any business when it comes to growth.  Some of the larger banks have received millions from the US government yet they continue to hold lending do to their perception of poor quality borrowers.  What I dont think these banks realize is because businesses dont have access to capital their credit is getting worse by the day.  Businesses have always been told to pay down lines and lend smart.  Well today when a business pays their lines down the bank comes over and cuts it and says your current balance is now your new line.  How are businesses suppose to grow like that?  The time to move on lending to businesses is now before more and more businesses go out of business.  Article on stats for business lending.
